The Taoyuan Aerotropolis Zone Expropriation Project officially started and is expected to be completed in 2028, marking "Taoyuan’s piloting in Taiwan’s take-off."


Taoyuan Mayor Cheng Wen-Tsan attended the Taoyuan Aerotropolis Zone Expropriation Project (A1, A2, A3 Bid) Groundbreaking Ceremony on the afternoon of November 12th. The start of the Zone Expropriation Project (A1, A2, A3 Bid) symbolizes that the Aerotropolis Project has entered a new phase. The development area of A1, A2, A3 Bid is about 566 hectares, and the funding is NTD 16.1 billion. It is expected that the whole area will start construction in November 2024 and will be completed in 2028. It will achieve the three major goals of improving airport operating capacity, investing in future industries, and developing a smart and resilient city, which will become the key to Taoyuan's piloting in Taiwan’s take-off.

Mayor Cheng said that the Taoyuan Aerotropolis Project is not only a major national construction but also one of the three keys to the development of Taoyuan. In the past 12 years, the Government has held countless hearings and more than 10 Urban Planning Review Meetings of the Ministry of the Interior. The City Government also held 30 district-wide hearings that involved more than 20,000 people and established the Taoyuan Aerotropolis Joint Service Center to handle disputes from all walks of life through one-on-one, face-to-face conversations so that everyone can have a consensus on the Taoyuan Aerotropolis Project. The citizens’ attitudes have also changed from confusion to support. The landlord agreement rate of the Taoyuan Aerotropolis Project exceeded 96%, which is the highest rate since the implementation of the zone expropriation policy in Taiwan.

Mayor Cheng stated that Taoyuan Aerotropolis has an overall development area of ​​4,564 hectares. The Ministry of Transportation and Communications is responsible for Terminal 3 and the third runway in the airport. Construction of Terminal 3 has started and is expected to be completed in 2026. Through the construction of Aerotropolis, it is estimated that the airport's cargo volume will exceed five million tons and the passenger capacity will exceed 82 million passengers in the future, both of which are double the current numbers. At the same time, it will create a dual-port effect with Taipei Port, making Taiwan a logistics center in Asia.

Mayor Cheng said that the second major goal of the Taoyuan Aerotropolis Project is to introduce future industries with "three lows, one high”-- low pollution, low energy consumption, low water consumption, and high value. Those industries include international logistics, aviation auxiliary industry, green energy, biotechnology industry, cloud computing industry, smart vehicle industry, and so on. Several major international companies have also signed MOU with the City Government to express their willingness to invest in Aerotropolis’s Industry Area and Free Trade Zone. He hopes that with the guidance of the Aerotropolis industry policy, the domestic green energy, smart vehicles, cloud industry, and 5G industry will flourish.

Mayor Cheng also said that the third goal of the Taoyuan Aerotropolis plan is to develop into the third city center of Taoyuan. From Qingpu area to Aerotropolis, it will shape the aviation city of the future, allowing the airport to coexist and prosper with the local industry and maximize the benefits of airport economics. The City Government will also introduce technologies such as common pipelines and smart street lights in the infrastructure of Taoyuan Aerotropolis. He looks forward to introducing facilities such as R&D centers, exhibition centers, and medical centers to make Aerotropolis a smart and livable city, laying the foundation for Taoyuan's development in the next 30 years.

Vice Premier of the Executive Yuan Shen Jong-Chin stated that the Taoyuan Aerotropolis Project has a bearing on the future development of Taoyuan Airport, Taoyuan City, and Taiwan. Taoyuan Airport represents the nation’s gateway, and the central and local governments have joined hands to actively promote the major construction of the airport and surrounding areas. He hopes to boost Taiwan’s economic growth by promoting the development of aviation technology, logistics, green energy, and other industries.
