  • Under the witness of Professor Mao Chi-Guo, the former Premier of the Executive Yuan, Taoyuan City Government, Farglory Free Trade Zone Investment Holding Co., Ltd., and Taoyuan Aerotropolis Co., Ltd. jointly signed the MOU.

Taoyuan Mayor Chang San-Cheng attended the “Joint Investment Solicitation Press Conference for Taoyuan Aerotropolis and Farglory Free Trade Zone (Farglory FTZ)” at the Taoyuan City Conference Hall this morning (October 2). Mayor Chang said that the Farglory FTZ has rich experience in air cargo warehousing. In addition to tax incentives, it offers efficient customs clearance services. Coupled with the ongoing fervent development of the Taoyuan Aerotropolis Project, there’s immense potential for growth. In particular, this joint investment attraction press conference combines the strengths of Farglory FTZ and Taoyuan Aerotropolis, and jointly launches the “19+N” Taoyuan Aerotropolis Free Trade Special Zone. With this powerful cooperation and the operation models of “retail front, factory back” and “domestic territory, external customs”, it’s hoped that the future development of both Taoyuan Aerotropolis and Farglory FTZ will flourish and showcase Taoyuan’s potential for future growth.

Mayor Chang pointed out that the former Premier of the Executive Yuan, Mao Chi-Guo, once held positions in the Executive Yuan and the Ministry of Transportation and Communications. Many years ago, he proposed the operational concepts of “retail front, factory back” and “domestic territory, external customs”. The Farglory FTZ is a prime example of this. The main purpose of this joint investment solicitation is to position the Farglory FTZ as the “retail front” and the Aerotropolis and its surrounding industrial zones as the “factory back”, or to see the Farglory FTZ as the “domestic territory” and the Taoyuan Aerotropolis area as the “external customs”. By utilizing the duty-free advantages and high customs clearance efficiency of Farglory FTZ, as well as the undeveloped land advantages of Taoyuan Aerotropolis, the establishment of “Taoyuan Aerotropolis Free Trade Special Zone” is expected to become the most sought-after region for domestic import and export-related industries to set up businesses.

Mr. Ye Chun-Yao, Chairman of Farglory Free Trade Zone Investment Holding Co., Ltd. stated that the second phase of Farglory Free Trade Zone has been launched and will be operational in July this year (2023). To maintain the growth momentum of the past, three key measures will be implemented: domestic territory, external customs, streamlined customs clearance and tax incentives. By cooperating with Taoyuan Aerotropolis, they aim to attract more companies and manufacturers to set up operations in the Farglory FTZ. Together, they intend to build the Taoyuan Aerotropolis Free Trade Special Zone into the premier operating base and realize Taiwan’s vision of becoming a global logistics hub.

At the joint investment attraction press conference held today, Professor Mao Chi-Guo, former Premier of the Executive Yuan, served as a witness to the signing of the MOU. Professor Mao commented that as the driving force behind the Taoyuan Aerotropolis Project and the Free Trade Zone regulations, he is pleased to see the policies he once promoted taking root and flourishing, especially the operational concepts of "domestic territory, external customs" and "retail front, factory back". Professor Mao also pointed out that Taiwan's two major strengths are its advanced high-tech capabilities and its extensive international network. These strengths support Taoyuan’s development of the free trade zone. Together with the promotion of the Taoyuan Aerotropolis Project, he believes that Taiwan will continue to play a pivotal role internationally.
