Mayor Chang noted that Japan’s transit systems are world-class, particularly in on-time performance, safety management, transit-oriented development, and tourism marketing. He emphasized that this new partnership will allow Taoyuan to learn from Japan’s extensive experience, elevate its own metro service quality, and drive both urban growth and tourism.

According to Mayor Chang, rail transit in Japan does far more than just move people—it serves as a powerful engine that links urban functions and fuels city development. He pointed out that besides moving commuters, Tokyo Monorail has successfully branded itself as the "Tokyo Panorama Line," showcasing the scenic Tokyo Bay waterfront and local urban character. This approach aligns perfectly with Taoyuan’s goal of blending transportation with tourism.

While Tokyo Monorail brings over 60 years of deep operational experience to the table, Taoyuan Metro is a younger system currently at a critical turning point. With the Taoyuan Metro Green Line scheduled to begin operations by the end of this year and several other routes in the planning stages, the city is rapidly expanding its network and operational scale. Mayor Chang stated that this MOU offers Taoyuan a vital learning opportunity and will significantly boost Taoyuan Metro’s efforts to upgrade its operations management and passenger services.

UPS Invests NT$3 Billion in Taoyuan to Build Asia Pacific’s Largest Logistics Center; Mayor Chang Highlights Strong Cluster Effect of Taoyuan Aerotropolis

Taoyuan Mayor Chang San-Cheng attended the opening of the UPS Taoyuan International Logistics Center (TILC) on the morning of March 25. He emphasized that Taoyuan has attracted the largest share of foreign investment under the Ministry of Economic Affairs’ Three Major Programs for Investing in Taiwan. The inauguration of the TILC not only demonstrates global enterprise confidence in Taoyuan’s economic landscape but also solidifies the city’s pivotal position within the global supply chain. The City Government remains committed to providing administrative support to help businesses deepen their local operations and transform Taoyuan into a premier international gateway.

Mayor Chang noted that the TILC is located at the heart of the Taoyuan Aerotropolis, Taiwan’s largest-ever land development project. Smart Cities Connect, a leading U.S.-based smart city organization, officially announced the winners of the 2026 Smart 20 Awards on March 10 (Eastern Time). Among hundreds of top-tier submissions worldwide, Taoyuan City Government stood out with two award‑winning projects, making Taoyuan the only city in Asia to receive dual honors this year. The award‑winning projects include “Protect Our City: City Monitoring and Response System,” submitted by the Taoyuan City Government, as well as “Precision Carbon Governance: Scaling AI-Driven Real-Time Monitoring for Public Infrastructure,” a collaborative initiative between the Taoyuan City Government and Water Resources Agency, Ministry of Economic Affairs. These achievements further reinforce Taoyuan’s leadership in integrating advanced technologies into urban governance. Notably, since Mayor Chang San‑Cheng assumed office, Taoyuan has received the Smart 20 Award for four consecutive years, setting a global first and underscoring the city’s long‑term stability, strategic vision, and sustained innovation in smart city development.

Representing the city at the award ceremony in Raleigh, the capital city of the U.S. state of North Carolina, Deputy Secretary-General Chin Chih‑Yu stated that the Smart 20 Awards are not merely a global competition for innovative technologies, but also a benchmark for evaluating whether cities possess true governance foresight. In a highly competitive selection process, Taoyuan outperformed internationally recognized technology cities such as Las Vegas and Coral Gables, positioning itself as a key reference city for global smart governance best practices. Deputy Secretary‑General Chin further emphasized that the true value of a smart city lies not in showcasing technology, but in accurately identifying challenges and applying intelligent solutions to real problems. As Taiwan’s gateway city and industrial hub, Taoyuan’s successful governance model not only highlights Taiwan’s capabilities on the global stage but also demonstrates how local innovation can evolve into an international smart city benchmark. Through consistent achievements and cross‑sector collaboration, Taoyuan continues to prove that its smart governance model is not only effective but also scalable, sustainable, and capable of shaping the future of cities worldwide.

Taoyuan Wins Three Honors at the Green Apple Environment Awards, Earning International Recognition for Its Environmental Policies

Taoyuan Mayor Chang San-Cheng received three awards on behalf of the city during the municipal administration meeting on the morning of March 4, recognizing Taoyuan’s outstanding achievements at the 2025 Green Apple Environment Awards, presented by the UK-based environmental organization The Green Organisation. Several related projects are currently in progress, including the Zhonglu Station Land Readjustment Zone, Bade Municipal Hospital, Pingzhen Senior High School Readjustment Zone, and the Taoyuan Aerotropolis Project. Once railway undergrounding is complete, the released surface area will be converted into extensive green corridors—key to expanding human-centered public spaces. Around mass transit stations, the city will apply the concept of “public facilities at every station”, introducing a mix of large, medium, and small-scale amenities. In addition, social housing and affordable housing will be provided to fulfill the vision of “a home at every station,” ensuring that those who rely on public transportation can live affordably, conveniently, and well.

During the forum, Mayor Chang held an in-depth exchange with Prof. Carlos Moreno of Panthéon-Sorbonne University, known as the pioneer of the 15-minute city concept. Mayor Chang explained that because Taoyuan has long accommodated large numbers of commuters to Taipei and New Taipei City, and given the diverse development patterns of its districts, achieving a citywide 15-minute lifestyle remains a considerable challenge. To address this, the city will focus on creating multi-centered living zones through improvements in employment, education, and healthcare—including generating more local job opportunities, accelerating the rollout of childcare and educational facilities, improving school and commuting routes, and expanding healthcare access through municipal hospital branches.

Mayor Chang concluded by emphasizing that the city has already invested over NT$10 billion in infrastructure in recent years and will continue to allocate resources moving forward. By advancing urban planning in a step-by-step manner and working closely with residents through diverse engagement channels, the Taoyuan City Government aims to steadily bring the “15-minute city” vision to life.

Taoyuan Signs MOU With Japan’s Seibu Group on Overseas Internships; Mayor Chang: Supporting Youth on the Path to Global Engagement

On November 24, Taoyuan Mayor Chang San-Cheng attended the “Guiding Light – AI Youth Creativity Challenge” awards ceremony and the MOU signing ceremony between the Taoyuan City Government and Japan’s Seibu Group for an overseas internship program. Mayor Chang stated that internships are a vital way for young people to gain a firsthand understanding of industry operations and explore career pathways. Through this cross-border collaboration, the city government aims to give students the opportunity to gain experience in diverse cultural and industrial environments, thereby broadening their international outlook. The formal signing with Seibu Group signifies that internship opportunities for Taoyuan youth are now reaching beyond national borders. The city will continue to expand its overseas partnerships to help young people showcase their talents on the global stage.

Mayor Chang also emphasized that the value of internships goes beyond gaining experience. They serve to encourage young people to observe how businesses operate, think creatively, and even integrate AI tools to develop practical solutions. He expressed his pleasure in presenting awards to the 26 outstanding students of the AI Youth Creativity Challenge, commending their ability to generate innovative ideas during their internships that could lead to real improvements in business operations. He also expressed hope that Seibu Group would see firsthand the excellence and ambition of Taoyuan’s younger generation through this partnership.

Taoyuan Wins Silver at 2025 Seoul Smart City Prize; Mayor Chang: International Recognition for Using Technology to Support Youth

Taoyuan Mayor Chang San-Cheng led a municipal meeting on November 19, where the Police Department presented the city’s latest international achievement. Taoyuan won the Silver Prize in the Human-CentriCity category at the 2025 Seoul Smart City Prize, co-hosted by the World Smart Sustainable Cities Organization (WeGO) and the Seoul Metropolitan Government. Mayor Chang said Taoyuan was selected from more than 50 countries and cities worldwide. The winning project, “Youth on Track: Building a Happy City for Young People in Taoyuan”, also known as the Juvenile 3P Model: Prediction, Prevention, Protection, earned second place globally in the Human-CentriCity category. Taoyuan was the only city in Asia to win an award this year. The recognition highlights the city’s innovative work in youth counseling, social care, and technology-driven governance. It also reflects the strong global recognition of Taoyuan’s leadership in smart city development.

Mayor Chang emphasized that the city has long prioritized youth development. What began as a summer youth safety program has expanded into a year-round, cross-agency collaboration. By using big data analysis and risk prediction models, the city identifies key indicators and detects at-risk youth early. This allows social workers and officials to step in before problems arise. He noted that Taoyuan was among the first cities to develop a predictive approach to juvenile support. The city has shifted its strategy from reacting after problems occur to preventing them before they happen. This people-centered model is now seen as a leading example of child and youth protection in the international smart city community.

Mayor Chang added that since Taoyuan launched its smart city initiatives, many departments have received growing international recognition for their innovative projects. The city expects to launch investor recruitment procedures in 2026. The dome is envisioned as a future landmark for Taoyuan, featuring not only a professional sports stadium, but also integration with the Green Line of the Taoyuan Metro. Supporting infrastructure such as transportation links and parking facilities will be planned in parallel to create a high-quality, well-connected sports venue.

Later that day, Mayor Chang welcomed the team on the plaza outside Taoyuan City Hall and accepted the championship trophy from team representative Kohei Makino. Valued at approximately NT$60 million, the unit is Taiwan’s first road-legal vehicle equipped with radiological imaging capabilities. From design and manufacturing through regulatory approvals from the Ministry of Health and Welfare (MOHW), the Nuclear Safety Commission (NSC), and the Ministry of Transportation and Communications (MOTC), the project went through multiple rounds of revisions and testing. It was completed under the leadership of Deputy Mayor Wang Ming-Chu and the Taoyuan City Government team, supporting the goal of bringing healthcare directly to communities and improving public health access.

Mayor Chang noted that since Taoyuan expanded its low-dose lung cancer screening program, the city has screened over 20,000 individuals annually, with a total of 60,000 to 70,000 screenings completed to date. This scale of urban-based screening is rare both nationally and globally. To better understand local risk distribution, the city commissioned Professor Chen Hsiu-Hsi and his team at National Taiwan University to conduct in-depth data analysis. Their work provides valuable insights for public health policy and international research. With the mobile CT unit now operational, the city will expand services to remote districts such as Guanyin, Longtan, and Fuxing, allowing residents to receive lung scans without traveling long distances. This helps close gaps in healthcare accessibility and marks a new milestone in Taoyuan’s commitment to health equity.

Mayor Chang further explained that the city is offering free low-dose chest CT (LDCT) lung screenings for residents aged 50 and older, generating strong public interest. Mr. Kuo, the first person to complete a scan, shared that his father was diagnosed with metastatic lung cancer in June 2025, which made him realize the importance of early detection. After hearing about the free screening through radio and the city’s mobile app, he immediately signed up. He thanked the city and its team for offering such a valuable medical service that allows more residents to benefit.

Taoyuan City Releases 2025 Voluntary Local Review; Mayor Chang: Quantitative Data Highlights Five Pillars of Governance

On October 29, Taoyuan Mayor Chang San-Cheng chaired the city’s administrative meeting and noted that October 31 marks World Cities Day, an occasion that encourages cities worldwide to pursue sustainable development and shared prosperity. In conjunction with this event, the Taoyuan City Government released its 2025 Voluntary Local Review (VLR), highlighting five key focus areas: Environmental Symbiosis, Technology Sharing, Economic Co-prosperity, Urban-Rural Integration, and Harmony Among Ethnic Groups. The report uses quantitative indicators and concrete data to demonstrate the city’s progress in building a more sustainable future.

Mayor Chang noted that under “Environmental Symbiosis,” the city is advancing net-zero emissions, green infrastructure, smart monitoring, and gas emergency response mechanisms to build a safe, livable, and sustainable environment. For “Technology Sharing,” the agenda covers smart governance, smart transportation, digital education, and convenient public services, including applications such as the Smart Citizen Card. “Economic Co-prosperity” emphasizes smart manufacturing and low-carbon production. The city has established a Smart Industry Academy, is promoting urban regeneration and brand revitalization to renew older districts, and prioritizes occupational safety and employment support so that public works proceed under safe conditions.

Mayor Chang further explained that “Urban-Rural Integration” focuses on balanced development in transportation and public works, including railway undergrounding, metro extensions, and road improvements. It also links community placemaking, healthcare, educational equity, and cultural co-creation to narrow the urban–rural gap. “Harmony Among Ethnic Groups” highlights Taoyuan’s multicultural character, embracing Hakka, Hoklo (Minnan), Indigenous peoples, and new residents. The city advances maternal and child care, age-friendly initiatives, Indigenous cultural programs, services for new residents, and youth participation, putting an inclusive and equitable city ethos into practice.

Through the VLR’s rolling review, the Taoyuan City Government has increased the number of policy initiatives from 292 to 336. This edition highlights 73 newly added or enhanced initiatives in recent years, strengthening alignment with the United Nations Sustainable Development Goals (SDGs). During the meeting, Mayor Chang emphasized that the four cities have established a solid foundation for collaboration in critical areas, including MRT development, education, and transportation policy. He pointed to the TPASS monthly commuter pass, which was jointly launched by all four municipalities, as an example of a widely praised regional initiative. Taoyuan has worked closely with New Taipei on extending the Sanying MRT Line to Bade District, and has also engaged in robust exchanges with the other cities in education and tourism. He noted that Taoyuan has comprehensively reviewed its fire safety practices and amended the Taoyuan City Fire Prevention Self-Governance Ordinance. In addition, the city has actively called on the central government to revise the Factory Management and Guidance Act and the Fire Services Act to improve oversight of hazardous materials in industrial and storage facilities. These measures could also help reduce safety risks in similar facilities across Keelung and Greater Taipei.

“Speaking with one voice may be heard, but when four cities speak together, the message is much stronger,” Mayor Chang remarked. “When we speak as one, both the central government and other municipalities are more likely to listen and take local concerns seriously.” He stressed the importance of continued unity and mutual learning in tackling shared regional challenges. Mayor Chang highlighted that this year’s Arbor Day focused on planting Taiwanese fringe trees, a Taoyuan native species, along the picturesque Laojie River. This initiative aims to deepen the roots of native species in Taoyuan. The city government plans to accelerate tree planting efforts by increasing green areas during the renovation and development of parks, creating lush recreational spaces.

During the event, Mayor Chang also demonstrated and explored the application of Light Detection and Ranging (LiDAR) in forest conservation. He noted that the city government intends to utilize this technology for monitoring tree growth, replacing traditional manual measurements of tree girth, thereby enhancing Taoyuan’s greening efficiency.

Promoting smart agricultural machinery technology has been a key policy of the city government. LiDAR can survey trees with a diameter at breast height (DBH) exceeding 5 centimeters, providing detailed data on forest distribution, density, and tree height. This technology can also be applied to monitor crop growth, improve agricultural productivity, and assist in strategic greening layouts, enhancing green space utilization and strengthening the urban ecosystem. Additionally, it can be applied in various fields, including carbon sequestration assessments, species zoning and classification analysis, ancient tree monitoring, and slope analysis using tree displacement data.

Taoyuan City Promotes Transportation Services Internationally: Taoyuan Metro Collaborates with Nankai Electric Railway to Launch Themed Trains; Smart Transportation Shortlisted for Smart 20 Awards

On the morning of March 5, Taoyuan Mayor Chang Shan-Cheng presided over a municipal meeting. He stated that Taoyuan strives for innovation and breakthroughs in both international marketing and transportation infrastructure. For international marketing, Taoyuan Metro Corporation has partnered with Japan’s Nankai Electric Railway to launch two limited-time themed trains. The “Taoyuan” train, featuring Taoyuan’s mountain and sea attractions, as well as local cultural elements, began operating on February 25. It will run until Expo 2025 Osaka, traveling between Namba Station, Wakayama City, and Kansai Airport. This initiative highlights Taoyuan’s unique charm and aims to attract Japanese tourists to Taiwan. At the same time, another themed train showcasing the characteristics of Japanese cities, including Wakayama, is now running on the Taoyuan Airport MRT. Residents are encouraged to spot and enjoy these artistic trains.

In terms of transportation infrastructure, Mayor Chang emphasized that traffic improvement requires a pragmatic and continuous process. The city government has been gradually enhancing the quality of transportation services through diverse strategies, such as implementing smart traffic signals, adjusting signal timings, and establishing unobstructed sight lines at left-turn lanes. These efforts have led to Taoyuan being shortlisted for the 2025 Smart 20 Awards, organized by Smart Cities Connect.

Mayor Chang pointed out that due to the investment in diverse transportation strategies and the collaborative efforts of various departments, popular tourist spots in Taoyuan, such as Daxi Old Street, Yongan Fishing Harbor, and Shimen Reservoir, maintained stable road service levels during the recently concluded 228 Peace Memorial Day long weekend, despite the influx of heavy traffic. Mayor Ladrick Sheppard of Orange Walk personally led a delegation of city officials and council members to welcome the Taoyuan delegation, presenting Mayor Chang with the key to the city. Mayor Sheppard expressed his pleasant surprise at Mayor Chang’s visit, noting that the two cities had only established their sister-city relationship in May, and yet by September, Mayor Chang had already made the trip—a clear testament to Taoyuan’s strong commitment to their friendship. Mayor Chang, in turn, extended an invitation for Mayor Sheppard to visit Taoyuan and highlighted Belize’s efforts in preserving its natural environment and promoting indigenous languages, saying these were practices Taoyuan could learn from. He expressed confidence that the two cities would have more opportunities for collaboration in the future.

Mayor Chang also mentioned that Taoyuan’s Department of Education organizes international summer camps every year, and that there could be opportunities for cooperation in the future. Su emphasized that carbon disclosure acts as a health check for cities; the more transparent it is, the more accurately zero-emission policies can be implemented. Taoyuan is the only city in Taiwan to receive the award this year. In Asia, cities such as Tokyo, Seoul, and Jakarta were among the eight awarded, out of nearly 1,000 participating cities worldwide, with only 120 cities receiving awards. This recognition is a significant step for Taoyuan to reach international standards and gain global recognition.

Su highlighted the many innovations in net-zero initiatives that Taoyuan has implemented over the past year. Under the leadership of Mayor Chang Shan-Cheng, who regularly holds net-zero meetings, the city has actively planned short- and mid-term goals focusing on industrial carbon reduction, urban building carbon reduction, and green transportation. The city has also integrated low-carbon guidelines into various major events, demonstrating its commitment to participating in and addressing the Carbon Disclosure Project.

Su further explained that Taoyuan’s industrial and commercial output has reached NT$4.8 trillion, the highest in the country. As the leader in industrial and commercial development trends, Taoyuan faces significant challenges in net-zero transformation. In response to climate change and to achieve the 2050 net-zero target, the city government has identified three core areas: “Industry Transformation Assistance,” “Green Transportation Realization,” and “Renewable Energy and Energy Efficiency.” By using scientific models for assessment, Taoyuan has transparently disclosed carbon emission management risks and opportunities, showcasing a complete and transparent path to net-zero, successfully earning recognition in the CDP Cities’ evaluation.

Su emphasized Taoyuan’s efforts in “Industry Transformation Assistance,” where industries are guided to shift from high-carbon fuels to clean fuels. In 2023, Taoyuan successfully joined the Powering Past Coal Alliance, gradually eliminating coal demand and proposing alternatives such as natural gas or electricity. In “Green Transportation Realization,” Taoyuan continues to develop rail transport systems and promote the electrification of transport means. The city has notably improved public transportation usage by introducing the “Happy Mileage 30km” and promoting the T-PASS monthly commuter ticket to boost public transportation growth. Mayor Chang stated that governance should not only be profound but also far-sighted. Today’s press conference aims to showcase the future of Taoyuan and to help citizens understand the relationship between Taoyuan’s past governance and its future vision. Mayor Chang explained that the city government plans to shape the future of Taoyuan with four major visions: Easy Commuting, Good Job Opportunities, Excellent Education, and Quality Living. These are the four driving forces behind creating a livable Taoyuan. The city government will focus on six key areas: industry, transportation, construction, sustainability, intelligence, and tourism culture, with the hope of providing citizens a quality and enjoyable living environment in all aspects, and transforming Taoyuan into a comprehensive international city.

Mayor Chang emphasized that the term of a mayor is limited, and responsible leaders must build a good stage with a long-term vision of 10 to 20 years, attracting excellent talents to contribute to Taoyuan. Over the past year, the city government has been laying the groundwork, hoping to engage more outstanding talents in municipal governance and to ensure the long-term development and impact of policies. He expressed that the governance blueprint he proposed will be so compelling that future administrations, regardless of who is in charge, will be reluctant to abandon it.

Mayor Chang expressed his deep gratitude for the support of the citizens, referring to recent polls by various media outlets showing over 70% satisfaction with the Taoyuan City Government team. He mentioned that the city government has worked hard over the past year, hoping to gain the recognition of the citizens. The high satisfaction scores, he believes, indicate that the citizens are indeed feeling the impact of their efforts. Mayor Chang also emphasized that good policies should aim for long-term development and impact, not just superficial attractiveness.

Mayor Chang pointed out that a decade ago, Taoyuan’s population was 2.04 million. In the past ten years, it has increased by 270,000. Every day, 2.7 million people commute within the city, and 500,000 people commute between districts. Taoyuan has the highest number of factories among the six special municipalities in Taiwan, with 12,000 factories. In the past decade, the number of motor vehicles has grown by 340,000, the fastest rate among the six special municipalities. In addition, Taoyuan has the highest crude birth rate of 7.71‰ among these special municipalities. These impressive fundamentals mean that Taoyuan is a city poised for growth, but it also faces the growing pains that come with such rapid development.

Mayor Chang explained that Taoyuan’s public transportation system currently only includes the Airport MRT Line, and the city lacks dense public bus routes and expressways built by the city government. Additionally, there is a need to enhance the intelligence and diversification of industries. These are the challenges Taoyuan faces in its quest to become an international city. Therefore, the city government is focusing on six key areas in its administration, aiming to transform Taoyuan into a distinctive city.

Mayor Chang discussed that in addition to improving transportation, one of the six key policy focus areas includes “Asian Silicon Valley” as a future development goal for Taoyuan, emphasizing the need for greater industry diversification. He also mentioned the necessity to continuously strengthen infrastructure such as the city’s hospitals and sewage systems; promote green industries; integrate smart technology into governance, public welfare, and education; and highlight Taoyuan’s natural beauty and diverse cultural heritage in tourism. Under these six main themes, the goal is to ensure a comfortable living environment for citizens and to nurture the most competitive next generation.

Regarding Taoyuan’s future vision, Mayor Chang mentioned that in the “Easy Commuting”, public transportation is an important foundation for Taoyuan’s future. The city government plans to enhance the human-centered transportation network with green vehicles and Transit-Oriented Development (TOD), including the ongoing construction of the Metro Green Line and the undergrounding of the Taoyuan Railway. In addition, efforts are being made to obtain approval from the Executive Yuan for several other metro lines, with plans to continue expanding the metro network. Taoyuan also needs inter-regional transportation links. The city government has planned to construct five new expressways, including the City Center Expressway, XinMeiLong, Huan Cheng West Road, TaoBei, and BanLong, along with several major roads, in hopes of developing a more comprehensive regional transportation network in Taoyuan.

Mayor Chang shared that in his first year in office, the city government implemented the Left-Turn Traffic Flow Improvement Plan, using a low budget, intelligence, and creativity to alleviate traffic congestion. This initiative resulted in an average reduction in traffic delay time by one-sixth, with a reduction of about 9 seconds at 10 major intersections. In 2023, Taoyuan also completed the design of 100 left-turn intersections, of which over 80% have already been improved. Other achievements in traffic improvement include the TPASS commuter monthly pass, the opening of the A22 Laojie River metro station, the first 60 minutes of free YouBike, the launch of YouBike 2.0, and the introduction of YouBike 2.0E electric-assist bicycles scheduled for February next year.

In the “Good Job Opportunities”, Mayor Chang pointed out that Taoyuan’s industry is overly dependent on traditional manufacturing, with insufficient levels of smart and diversified development. The city government, following the Executive Yuan’s six core strategic industries, plans to promote various sectors in different areas of Taoyuan, including international logistics, aviation, circular economy, green energy, smart electric vehicles, space satellites, the Asian Silicon Valley, semiconductors, and national defense. The city is also creating a high-quality environment for young entrepreneurs, hoping to enable entrepreneurial teams to excel in areas such as the Metaverse. Efforts are also being made to support the employment of new residents, industry-academic collaboration, and the testing of 3D safety nets on construction sites. In addition, the city government recently announced a groundbreaking “train-to-employment” program for bus drivers, the first of its kind in the country. Next year, a Smart Manufacturing Service Center will be established in 2024. From innovative recruitment strategies to industry transformation, comprehensive plans are in place to lay a solid foundation for a high-quality work environment in Taoyuan.

In the “Excellent Education”, Mayor Chang discussed the development of school campuses, including both hardware and software. On the hardware, many schools are currently facing challenges with overall capacity limits. The city government is continuously striving to promote the expansion of existing schools or the establishment of new ones. Additionally, the Taoyuan Children’s Art Center (QingPu) is scheduled to open soon. The city is also continually improving the construction of school walkways, and a smart technology library is expected to start construction in QingPu next year.

On the software, the city government launched summer camps focusing on science education, ethics, aesthetics, bilingual and language education in this summer, aiming to supplement areas not fully covered by the curriculum. Next year, there are plans to promote after-school science education in remote areas using methods such as distance learning. The goal is to enhance the competitiveness of the next generation through a combination of both hardware and software improvements. Additionally, the city has introduced policies such as free nutritious lunches for elementary and junior high school students, year-round employment for substitute teachers, and educational grants for five-year-old children.

In the “Quality Living”, Mayor Chang noted that the underground railway corridor will be transformed into an approximately 16-kilometer-long urban greenway, which is expected to become a highlight and drive urban transformation. The city government also plans to develop the coastline into the “Pearl Coast Corridor”. The forests in Taoyuan are also quite beautiful, and the city will open the Dalongmen Corridor and a Forest Experience Corridor. While developing and organizing tourism resources, there may be challenges related to land use, especially in areas like Xinwu and Guanyin. The city government plans to gradually relax the usage regulations to align them with the future vision for tourism, and will continue to seek support from the central government for the establishment of the Beiheng (Northern Cross-Island Highway) National Scenic Area.

Mayor Chang summarized that in the first year of his term, the city government team has completed over 150 major and minor policies, laying a high-quality foundation for the future, and receiving widespread feedback. These include the upcoming unveiling of the Department of Women and Children Development and the expansion of the lung cancer screening program. Next year, at least 179 policies will be launched, and he believes that the citizens also identify deeply with them. Mayor Chang emphasized that to become an international city, future efforts must include spatial transformation, improving the transportation network, diversifying industrial structures, keeping up with international trends toward net-zero carbon emissions, and developing Taoyuan’s tourism ecological green corridor. Taoyuan is ready for this progress.

Mayor Chang also said that in the future, the city government will place a special emphasis on human-centered transportation, including the installation of school walkways, pedestrian crossings, and bicycle lanes. In terms of large-scale construction, efforts will be made to promote projects such as underground sewage systems, municipal parks, and city hospitals. Moreover, digital development is the foundation that supports the creation of a smart city. The city government plans to capitalize on tourism resources and embrace cultural diversity, making Taoyuan an important hub for international connections. By enhancing the city’s internal connectivity, Taoyuan aims to become a globally connected city of technological intelligence and happiness.

Taoyuan City government signed a memorandum of cooperation on “Biobank”—Deputy Mayor Wang: Enhancing academic research through expanded lung cancer screening data.

On the morning of December 11, Deputy Mayor Wang Ming-Jiuh of Taoyuan City visited the School of Continuing Education of the Chinese Culture University. He represented the city government in signing a memorandum of cooperation on the “Human Biobank” with the Academia Sinica and the Taiwan Society for Biopreservation and Biobanking. Deputy Mayor Wang stated that since March 2023, Taoyuan has been at the forefront nationwide in collaboration with the Health Promotion Administration of the Ministry of Health and Welfare in implementing the “Expanded Lung Cancer Screening Program.” The content outlined in this memorandum will allow hospitals conducting screenings to inform the participants, obtain their consent, and subsequently include relevant imaging data and examination results in the database. This data will be utilized for academic research while protecting individuals’ privacy. The aim is to enhance the contribution of imaging medicine to predicting, preventing, and treating lung cancer.

Deputy Mayor Wang elaborated that Taoyuan’s “Expanded Lung Cancer Screening Program” is tailored for residents aged 40 and above who belong to high-risk groups due to factors such as smoking, exposure to cooking oil fumes, air pollution, occupational hazards, relevant medical history, or family medical history. The program offers low-dose computed tomography (LDCT) scans. Over 21,000 people have applied, with 17,000 completing the screening. Among those screened, 63 individuals were diagnosed with lung cancer, with 82% (52 cases) detected at stages 1 and 2, demonstrating the significance of LDCT as a vital screening tool for early-stage lung cancer. This early detection facilitates prompt intervention and treatment, ultimately reducing mortality rates.

Deputy Mayor Wang also mentioned the city’s subsidy for 17 hospitals to simultaneously adopt AI-assisted reading systems, expediting physicians’ image interpretation. He suggested that central authorities can further plan data integration, information system establishment, and data security maintenance after resolving regulatory and personal privacy issues at the local government level. He hopes for a collaborative model between central and local governments to invest public resources in health prevention, enabling experts and scholars to conduct more comprehensive research.

Deputy Mayor Wang attended to witness a traditional Vietnamese wedding and the establishment of the Department of Women and Children, enhancing the care for new immigrants.

On December 9, Deputy Mayor Wang Ming-Jiuh of Taoyuan City attended the “New Immigrant Special Publication Launch Event and Multicultural Market.” Deputy Mayor Wang mentioned that Taoyuan has a population of about 66,000 new immigrants, among which those from Mainland China (including Hong Kong and Macau) make up the largest group. Deputy Mayor Wang stated that in recent years, food safety issues have been receiving increasing attention. Besides the previous egg safety incident, parents have become more concerned about the quality and safety of food ingredients since the city government initiated the “Free Nutritional Lunches in Elementary and Junior High Schools” policy. Alongside campus food safety, the city government highly values food safety management in enterprises. Therefore, this year, the Department of Public Health led the nation in promoting the “One Food Safety Volunteer in One Enterprise” project. The program involves training catering managers in enterprises to join the ranks of food safety volunteers. It has provided on-site guidance to optimize meal service hygiene in 119 companies with over 300 employees each, safeguarding the meal safety of over 120,000 employees. The aim is to encourage businesses to prioritize food safety and inspire more companies to join the food safety volunteer program.

Deputy Mayor Wang emphasized that prioritizing food safety is the first step in the city government’s efforts to safeguard food security. In the future, the city government and the Department of Public Health will continue to enhance related programs, expand guidance to more businesses, and incorporate aspects related to food nutrition, allowing the scope of food safety protection to grow continuously. This initiative ensures that all residents can eat safely and nutritiously.

Today, Deputy Mayor Wang presented the “Enterprise Food Safety Volunteer Award” and the “Enterprise Catering Excellence Award” to recognize companies’ efforts in food safety volunteering and meal provision, showcasing their dedication to safeguarding food safety.

Taoyuan City Government provides “Maternal Psychological Counseling Subsidy” to assist over 900 new mothers in embracing the joy of newborns.

On the afternoon of November 23, Taoyuan City Mayor Chang San-Cheng visited the Community Mental Health Center at Bade District to inspect the implementation results of the city’s “Postpartum Depression Psychological Counseling Program.” Mayor Chang stated that the city government has implemented the “Maternal Psychological Counseling Subsidy” since May of this year (2023), which has assisted 5,647 individuals on the “Edinburgh Postnatal Depression Scale” in the past six months. Among them, 919 individuals scored over 13 points, indicating a need for continuous attention to their mental and physical well-being. Through the subsidy program, the city provides psychological counseling services to assist new moms in adjusting mentally and physically, turning the arrival of new life into a joyful family celebration.

Mayor Chang recognized the historical lack of information on postpartum care and the limited understanding of “postpartum depression.” Often, when families were immersed in the joy of a new life, they tended to neglect the emotional and psychological needs of the mothers. After he understood the mother’s psychological issue, Mayor Chang actively sought solutions and proposed the “Postpartum Depression Psychological Counseling Program” alongside traditional Chinese medicine treatments. Mayor Chang also encouraged new moms to be brave in seeking psychological counseling if needed, facilitating the resolution of worries and discomfort, and guiding the entire family towards an optimistic new life.

Today, Mayor Chang listened to testimonials from moms and their partners who have undergone the program, describing their experiences of seeking counseling assistance and gradually overcoming emotional lows. The Taoyuan Youth Startup Expo brings together 100 teams from seven cities and counties in northern Taiwan, including Keelung City, Taipei City, New Taipei City, Taoyuan City, Hsinchu County, Hsinchu City, and Miaoli County. It showcases their creative achievements, with the expectation that "Taoyuan FuturePeak" will soon become "Taiwan FuturePeak." Mayor Chang emphasized that promoting youth startup is not something that can be achieved by the efforts of a single local government. It requires the cooperation of various city and county governments and international connections to accumulate more energy. This collaboration is essential for Taiwan's youth entrepreneurial teams to make their mark on the international stage.

Mayor Chang pointed out that youth startup teams often face several bottlenecks. First, there is the question of where their initial capital will come from. Most teams choose to take out bank loans, so the city government has implemented a policy to subsidize the interest on youth startup loans, helping young people overcome the most challenging financial issues during the startup phase. Second, domestic and international connections are needed; and finally, exposure and visibility are crucial. So this year, the city government has expanded beyond Taoyuan, inviting many youth from northern cities and counties to join this grand event. They have also invited industry leaders and successful Silicon Valley entrepreneurs to participate. This not only showcases the creativity of the youth entrepreneurial teams but also creates networking opportunities for them.

Mayor Chang mentioned that he hopes this year's model can be continued and shared. No matter where it is held, as long as all the cities and counties work together to highlight our youth entrepreneurial teams and make them visible to the outside world, there will be opportunities for them to shine and thrive, not only in Taiwan but also on the international stage.

Department of Youth Affairs Director Hou Jia-Ling said that the department, in cooperation with the Taoyuan City Government's Department of Economic Development, Hutoushan Innovation Hub, Taoyuan Aerotropolis Corporation, the Asia Silicon Valley Development Agency under the National Development Council, National Central University, and Shinkong Synthetic Fibers Corporation, has connected 100 startup teams from the seven cities and counties of Keelung City, Taipei City, New Taipei City, Taoyuan City, Hsinchu County, Hsinchu City, and Miaoli. The City Government has also gathered 20 domestic and international incubators, venture capitalists, and accelerators to jointly curate the event. The event features "Startup Lectures" and "International Forums" to share the latest entrepreneurial perspectives and industry trends, facilitate cross-county exchanges, and connect international elements to showcase the potential of startups in northern Taiwan.

Chiba Prefecture Governor Toshihito Kumagai and his delegation visit Taoyuan Mayor Chang: Strengthen existing exchanges, expand cooperation in smart cities and tourism

Taoyuan Mayor Chang San-Cheng met with a visiting delegation led by Chiba Prefecture Governor Toshihito Kumagai at the city government this afternoon (November 13). Mayor Chang stated that Taoyuan City and Chiba Prefecture became sister cities in 2016, fostering close ties despite reduced exchanges over the past two years due to the pandemic. This visit marks Governor Kumagai’s first official overseas trip since taking office in 2021, and Mayor Chang expressed great honor in the choice to visit Taoyuan. He believes this visit will serve as a starting point for strengthened post-pandemic exchanges between Taoyuan and Chiba, reinvigorating existing educational, sports, and cultural exchanges. Mayor Chang also looks forward to expanding collaboration in various areas such as smart cities and tourism in the future.

Mayor Chang pointed out that Taiwan and Japan share many commonalities in terms of history and culture; moreover, the urban development of Taoyuan and Chiba have quite a few similarities. Both are gateways to their respective nations located near the capital, equipped with international airports, and exhibit diverse aspects from metropolitan to rural. These shared characteristics form an essential foundation for the ongoing expansion of exchanges between the two sides. With the easing of the pandemic, in September of this year (2023), the Department of Cultural Affairs led the Taoyuan Chinese Orchestra to visit Chiba Prefecture, and in December, the Department of Sports will invite athletes from Chiba Prefecture to participate in the Shimen Reservoir Maple Half Marathon in Taoyuan. Currently, the city government is actively promoting tourism and smart city initiatives, hoping that these will become focal points for future exchanges, with both sides working together to achieve common goals.

Chiba Prefecture Governor Toshihito Kumagai stated that since the alliance between Chiba Prefecture and Taoyuan City in 2016, the two regions have actively engaged in exchanges in sports, education, culture, and other areas. Throughout the challenging two years of the pandemic, they have exchanged masks, protective equipment, and even witnessed the Japanese government donating vaccines to the Taiwanese government. The critical nature of the pandemic has underscored the true essence of friendship, demonstrating the adage that true friendship is revealed in times of adversity.

Governor Kumagai pointed out that this year (2023) marks the 150th anniversary of the establishment of Chiba Prefecture. The Department of Cultural Affairs of Taoyuan City Government led the Chinese Orchestra to perform in Chiba, fostering international exchanges through music and receiving a warm welcome from the local residents. In terms of education, before the pandemic, many students from Chiba Prefecture visited Taoyuan for educational trips, and students from Taoyuan also traveled to Chiba. Governor Kumagai expressed the hope to continue promoting such educational exchanges in the future. Additionally, during this visit, he also aims to introduce Chiba Prefecture's agriculture, forestry, and fisheries to Taiwanese friends, inviting more people to savor the delicious cuisine of Chiba.

Taoyuan has won the “Sustainable City Excellence Award” and the “Economy Special Outstanding Award,” according to Business Today. Taoyuan looks forward to working together with other counties and cities. He believes that with the joint efforts of all, Taiwan will become a better place.

Mayor Chang pointed out that nowadays, both private enterprises and government agencies consider the SDGs the most essential matter. Taoyuan City took the lead on March 29th this year in announcing the Taoyuan 2050 Carbon-Neutral Pathway under the framework of the UN’s Race to Zero Campaign. Industry and the economy will be critical to achieving carbon neutrality in Taoyuan. Therefore, active cooperation from various industries in Taoyuan City is needed to reduce carbon emissions collectively.

Mayor Chang also thanked Keelung, Taipei, and New Taipei for jointly promoting the “Keeling-Taipei-New Taipei-Taoyuan TWD 1,200 Commuting Monthly Pass” policy. This significantly increased public transportation in these cities, particularly rail transportation, which is an essential element in developing sustainable cities. Since the promotion of the “Keeling-Taipei-New Taipei-Taoyuan TWD 1,200 Commuting Monthly Pass,” the number of passengers on the Taoyuan Airport Metro has greatly increased, and the number of commuting passengers has even exceeded pre-epidemic levels, showing remarkable post-epidemic recovery.

Mayor Chang stated that sustainable development is a long journey. The city government plans to transform the Hutoushan Innovation Hub into an SDGs industrial park. The plan is to bring in SDG-related industries, providing nearby guidance to Taoyuan’s industries. This will allow them to move towards SDGs-compliant goals gradually. The goal is to reduce and improve environmental pressures caused by economic development while developing the industry.

In this year’s assessment, Taoyuan’s economic power has shown outstanding results. According to statistics, in the first nine months of this year (2023), there have been 58 investment cases in Taoyuan, with an investment amount of TWD 100 billion, through the assistance of the Taoyuan City government’s Department of Economic Development. Compared to the same period last year (2022), with TWD 86 billion, this shows a growth rate of approximately 20%. It demonstrates that despite the complex and changing international situation and geopolitical environment, Taoyuan’s economic development continues to grow in adversity. Therefore, Taoyuan’s future economic development and growth are still promising.

“Investment in Taoyuan Promotion Forum” attracts corporations. Mayor Chang stated that Taoyuan is Taiwan’s largest industrial city, with an annual industrial output value of nearly TWD 3 trillion. The printed circuit board (PCB) is a critical industry in Taoyuan. Since the establishment of Taiwan’s first PCB company in Taoyuan in 1969, more than 50 years have passed. PCBs, from small items like television and air conditioner remote controls to larger devices like mobile phones or car computers, have become ubiquitous. Currently, nearly 70% of Taiwan’s PCB supply chain is in Taoyuan, with a global market share of over 30%. Even during the pandemic, the PCB industry was not affected; instead, it expanded. Taoyuan played a crucial role in this success.

Mayor Chang mentioned that Taoyuan is an essential hub for PCB in Taiwan and its supply chain. Despite factors like international geopolitical relations, the International Monetary Fund (IMF) lowered Taiwan’s economic growth rate from 2.1% to 0.8% for 2023 last week, sending a significant warning signal. However, Taoyuan’s investment amount for the year is bucking the trend, surpassing TWD 100 billion in investments from January to September. Compared to over TWD 80 billion in the same period last year, this marks a growth rate of nearly 20%. It demonstrates that Taiwan can continue to grow in a complex political and economic environment. Mayor Chang hopes that the “Investment in Taoyuan Promotion Forum” jointly organized by the city government, TPCA (Taiwan Printed Circuit Association), and the Agency Against Corruption of the Ministry of Justice will invite more important industries to invest in Taoyuan.

Mayor Chang further explained that the city government will soon launch “Industry Upgrade 3 Pluses,” which focuses on Technology Plus, Sustainability Plus, and Design Plus, guiding all industries in Taoyuan towards smart manufacturing. They have invited renowned experts and scholars from domestic and international academia and industries to form an advisory group, which will diagnose and guide industries to help them innovate continuously. The PCB industry is one of the focal points. Regarding ESG (Environmental, Social, and Governance), updating equipment is required for ESG implementation. If it doesn’t lead to increased profits, it can become a financial burden. However, incorporating ESG goals during digital transformation makes it easier to achieve. Therefore, in the process of companies proactively promoting ESG, the city government will provide support to make ESG an essential goal for corporate smart transformation.

Mayor Chang stated that to assist corporations in sustainable development, the investment promotion process in Taoyuan will be transparent. This includes early land acquisition and subsequent construction and management procedures. They are collaborating with the Agency Against Corruption of the Ministry of Justice. This collaboration aims to provide confidence to companies interested in investing in Taoyuan. During the report, he detailed the policies implemented in six major areas, transportation, healthcare, food safety, urban development, organizational restructuring, and investment promotion since taking office, which include initiatives such as the “TPASS” for commuters in Keelung City, Taipei City, New Taipei City and Taoyuan City, progress on the metro project, the southward relocation plan for the underground railway in Pingzhen excavation section, the “Expanded Lung Cancer Screening Program,” “Egg Freezing Nutritional Subsidies,” “Postpartum Depression Psychological Counseling,” the establishment of a joint food inspection mechanism, five major safety measures on construction sites, the “Silent Taoyuan Project,” an inventory and improvement of children's playgrounds throughout the city, the “Future Urban Space Development Committee,” the establishment of the Women and Children’s Bureau and the Smart City and Community Development Commission, as well as investment promotion efforts in the United States. The hope is to work hand in hand with the City Council to actively build a brilliant Taoyuan.

Mayor Chang expressed that since he took office, there has been no moment of relaxation in advancing municipal administration. The proposals he put forward, based on the principles of prioritizing citizens and professionalism, are being systematically implemented one by one. The transformation of Taoyuan depends on the collective efforts of the municipal government and the City Council. He also invited every council member and citizen to join in building Taoyuan together, making it a radiant new city characterized by friendliness, inclusiveness, smart technology, and sustainable development.

Regarding transportation policies, Mayor Chang pointed out that since taking office, for 291 days now, he and the municipal government team have been diligently working every day, all striving for the development of Taoyuan. Every policy, construction project, or event planned by the city government is aimed at bringing a happier life to the citizens. In order to make it more convenient for residents to commute between counties and cities, with the joint efforts of the Keelung City, Taipei City, New Taipei City and Taoyuan City and support from the central government, the NT$1200 Keelung-Taipei-New Taipei-Taoyuan Commuting Monthly Pass was smoothly issued. This not only reduced the commuting costs for citizens but also set a record for the MRT with over 120,000 daily ridership, doubling the number of passengers compared to the same period last year in 2022.

Mayor Chang mentioned that in a progressive city, a well-developed public transportation system is a crucial key. The Keelung-Taipei-New Taipei-Taoyuan Commuting Monthly Pass was warmly received by the public as soon as it was introduced, with a utilization rate accounting for 90% of all monthly passes in Taiwan. It brought about a groundbreaking change in Taoyuan’s public transportation. In October, the Taoyuan-Hsinchu City-Hsinchu County-Miaoli Monthly Pass was introduced, providing residents with a more diverse range of commuting options. The city government has also taken a three-fold strategy, including adjusting bus routes, schedules, and increasing the number of drivers, to actively improve the quality and utilization of public transportation in Taoyuan.

The current metro construction is proceeding steadily. The Green Line is under construction in its entirety, and the section north of G11 Arts and Cultural Business District aims to be opened to the public in 2026. The extension plans for Sanying to Bade, the Brown Line, and the Green Line extension to Zhongli have all been revised based on the feedback from the Ministry of Transportation and Communications and are expected to be submitted for central government approval later this year.

Mayor Chang mentioned that in order to better understand the voices from the frontlines, the city government continues to strengthen its interaction with grassroots neighborhood leaders, allowing local opinions to be fully expressed. For example, after active feedback from the local community regarding the impact of undergrounding the railway on local transportation, the city government proposed the southward relocation plan for the Pingzhen excavation section, which was adopted by the Ministry of Transportation and Communications. All of this was made possible thanks to the collaborative efforts of legislators, local neighborhood leaders, and council members.

In healthcare policies, Mayor Chang mentioned that to take care of the health of the citizens, the city government has been promoting an expansion of lung cancer screening programs. Currently, there are more than 18,000 applicants. In addition to identifying 849 suspected cases for follow-up, 45 confirmed cases have been found and are receiving treatment. In the future, the city government will expand the target population for screening, and based on the analysis of screening data, assess high-risk areas and occupations of the patients for policy development. The city government will also enhance Taoyuan’s healthcare capacity, including the establishment of a small municipal hospital in the Fuxing district and a municipal hospital in the southern district.

Furthermore, to provide comprehensive assistance for more women in their family and career development, Taoyuan City has taken the lead in Taiwan by introducing special programs such as egg freezing nutritional subsidies and postpartum depression psychological counseling. Currently, nearly four thousand residents have received assistance through these initiatives.

In food safety policies, Mayor Chang stated that to ensure the food safety of the citizens, the city government has established a joint food inspection mechanism involving the Department of Public Health, Department of Legal Affairs, and Department of Agriculture, among others. Starting from January of this year (2023), whether it’s concerning ractopamine in food, residual radiation, or the incident involving moldy Thai eggs, the city government has been taking immediate action.

In response to the recent issue of imported eggs, the city government has proactively conducted inspections on major retailers, supermarkets, traditional stores, egg sorting facilities, and egg product factories. They were among the first in the country to discover nearly 1.5 million eggs with expired dates and cases of misleading origin labeling. Mayor Chang has also urged the Department of Education to pay close attention to the sources of eggs used in school nutrition programs, ensuring the food safety of schoolchildren.

In urban development policies, Mayor Chang pointed out that Taoyuan is a city actively under construction. To ensure the safety of various construction sites and their surrounding environments, the city government took the lead at the beginning of this year by proposing five major safety measures, which include establishing an external review system for construction plans, conducting inspections of on-site safety measures, creating a big data database, implementing dedicated engineering personnel and site supervisors, and establishing a mechanism for handling damages to neighboring properties to prevent accidents.

Mayor Chang stated that in the previous session, several council members raised concerns about the noise generated by modified vehicles, which was affecting the peacefulness of citizens’ lives. In response, the city government introduced the “Silent Taoyuan Project,” collaborating with agencies such as the Department of Environmental Protection and the Police Department to actively enforce regulations. Additionally, the city promoted traceability, legislative amendments, and called on motorcycle businesses to help curb illegal vehicle modifications. Since the launch of this project, there has been a significant increase in reports and notifications of noise pollution, while the number of vehicles reported by citizens for excessive noise has decreased by 13%. This policy has been emulated by other five municipalities in Taiwan, and the central government has also agreed to review relevant regulations and propose legislative amendments. The Ministry of the Environment and the Highways Bureau of the Ministry of Transportation and Communications have come to Taoyuan to explain the progress of legislative amendments and have recognized that the city government's efforts have set a precedent nationwide. All of these changes are attributed to the active feedback from council members.

In addition, many council members have also raised concerns about the numerous children’s playgrounds in Taoyuan City that were suspended due to non-compliance with the new safety regulations set by the central government. In response, the city government has conducted a thorough inventory and improvement of all 354 public children’s playgrounds in Taoyuan. To date, 337 of these playgrounds have been inspected and brought up to standard, achieving a completion rate of 95%. The remaining 11 playgrounds will be completed by the end of this year, and the final 6 will be completed in the coming year (2024), ensuring that all children in Taoyuan can grow up happily in safe and secure play spaces.

Mayor Chang pointed out that, to address issues related to the aging urban landscape, the city government has established the “Future Urban Space Development Committee.” Through the improvement of pedestrian spaces, the connection of art and cultural districts, and the creation of pedestrian scenic corridors, the plan is to create a model area for urban revitalization, injecting new vitality into the old urban areas.

In the city government’s organizational restructuring policies, Mayor Chang emphasized the need to break free from the traditional mold for the long-term development of the city. To enhance the well-being and rights of women and children, the city government proposed the organizational regulations for the “Department of Women and Children” in this council term. Furthermore, he noted that government departments have traditionally lacked an operational model driven by technology in municipal governance. Information-related resources have often been scattered across different departments, making effective integration challenging, and there has been a lack of uniform progress throughout the government. As a result, the city government introduced the organizational regulations for the “Smart City and Community Development Commission,” combining information technology expertise with research and planning functions to serve as the engine for technology-driven governance within the city government.

In terms of investment promotion policies, Mayor Chang mentioned that in August of this year, he led a delegation to the United States and signed a memorandum of cooperation with Plug and Play, the world's largest startup accelerator, with the aim of expanding overseas markets for Taoyuan’s startups. Furthermore, the American artificial intelligence giant, Nvidia, is set to establish a presence in the Taoyuan Farglory Free Trade Zone. This development not only enhances the industrial competitiveness and drives the industrial supply chain but also provides ample employment opportunities, becoming a new force that propels Taoyuan towards becoming a technological hub.

Finally, Mayor Chang stated that in these 291 days, the city government has cultivated a unique cultural identity for Taoyuan. The World Hakka Expo launched in August attracted more than 8.5 million visitors. Combining diverse cultural events such as Daxidaxi, Minnan Festival, Land Art Festival, Creative Expo, and ACGT Fair, the city government has allowed the public to gain a deeper understanding of Taoyuan’s rich multicultural heritage and creative capacity.

The Longgang Rice Noodle Festival and Land Art Festival, both organized by the city government, have been selected by the Ministry of Transportation and Communications to be included in the latest edition of the Taiwan Tourism Events. This recognition elevates Taoyuan’s cultural and special celebrations to iconic events in Taiwan. The World Pavilion at the World Hakka Expo and the Minnan Festival received the Gold Award and Platinum Award, respectively, in the Muse Design Awards in the United States. The 2023 Taoyuan International ACGT Fair also received the Melbourne Design Gold Award and the London Design Silver Award. These domestic and international recognitions represent the best portrayal of the city’s transformation.

The Department of Environmental Protection and Department of Water Resources’ implementation of the air quality IoT platform and the 3D Geographic Information System for water resources management has led Taoyuan to be recognized as one of the top 50 smart cities globally this year. This not only showcases Taoyuan’s technological governance capabilities to the world but also makes Taoyuan the only Asian city to receive a dual award acknowledgment.
